How did the rules come about?
The Rules of Golf were originally drawn up for the world's first Open golf competition at Leith by the Gentlemen Golfers of Edinburgh in 1744. Back then, there were just 13 rules. Ten years later, the Royal & Ancient Golf Club of St. Andrews then adopted these rules for their own competition. In 1897 the Royal & Ancient Golf Club of St. Andrews formed a Rules Committee to apply the rules. The first “national” set of rules was published by the R&A in 1899.
